No. To see any of the Park you actually need to go into the Park. Tunnel View is just above Yosemite Valley and several miles inside the National Park boundary. You can make a reservation for the fee YARTS bus to travel into the Park without a Day Use Entry permit. But it does not go up to Tunnel View. The bus just goes to Yosemite Valley.

Hi Tunnel View is not a trail. You just get out of your car and take in the views. For detailed assistance in planning a visit to 1200 square mile Yosemite National Park, I recommend using the TripAdvisor Yosemite forum. Start with the Top Questions on the right side of that page, especially Trip Reports from families with small children. Also read the "What are good activities for families with children?" topic. My guess is that you'll spend most of your time in Yosemite Valley, so read the Yosemite Valley topic as well. Then post your own new thread on the forum.
