FIFA announced Monday it had adopted an ‘interim regulatory framework’ regarding player transfers after a ruling earlier this year by the European Court of Justice in a case brought by Lassana Diarra.

Diarra received an offer to join Belgian club Charleroi but the club backed out after FIFA refused to sign the International Transfer Certificate, preventing the midfielder being registered with the Belgian federation. According to the CJEU ruling, it is unlawful to refuse to sign the ITC.
