The city of Boulder has completed the sale of $40 million in certificates of participation to use toward the purchase of Boulder Community Health’s Broadway campus, according to a news release.
Certificates of participation (COP) are akin to bonds, but under Senate Bill 17-267, the state is putting up as collateral state buildings, under lease-purchase agreements.
